Tiberius was a bad emperor. He built castles for himself with prisons, torture rooms, and places of execution. He was considered a monster and a tyrant.

That said, he was financially very tight. He was not a complete wastrel like Caligula and Nero were but he lacked the wisdom (and the humanity to care) about actual infrastructural work done by Claudius

Tiberius was a good emperor at first, but he became so suspicious that people were going to overthrow him so he went crazy and whenever he heard about a "plot" to overthrow him they were brutally killed.

Aside his paranoia and ruthlessness, the Roman Empire as a whole did not suffer when he died he left behind a strong and financially secure Empire.

Tiberius was disliked, but efficient in his reign. People rejoiced when he died. Alot of his anger was caused by the death of his beloved younger brother. Tiberius was not very interested in becoming emperor, but was forced to by Augustus Caesar.

Tiberius was not a bad emperor. The poor guy got a lot of bad press from the ancient writers because of his dour personality and his obvious disgust with the Roman political system. Also when he found that he had been made a fool of by his second in command, Sejanus, he harshly punished the allies of Sejanus. Because most of Sejanus' followers were of the upper class, they closed ranks and later writers bad mouthed Tiberius. If an objective look is taken of his reign, one will see that he tolerated a lot, especially from his adopted son, Germanicus; the empire was fiscally sound with a full treasury, and the borders were secure.

Tiberius was not successful because of hispolitical incbility , poor judgment and jealousy lead Rome into dark age and murder !

Titus was beloved by the Roman people and for the short time he reigned he seemed to have been a good emperor. It is hard to judge either good or bad on a two year rule.
