Kind of. Tupac was not an actual member of any gang but he rolled with gang members. Suge Knight was a member of MOB a blood organization. You would notice that Tupac does not have a song repping any gang.
Pac was no gangster. Some people would describe him as a soulja, but in his own words, he was a thug, both terms meaning that he came from the ghetto, but still managed to pull through the struggle and get to do something big in life.
The main reason why you can't say he actually was a gangsteris because although he might have been associated with them in some way at the end of the day, he was never really part of a street gang (e.g.:crips or bloods). Tupac was probably shot to death by a Crip. He beat up a Crip gang member hours before his death. Prior to that, the same Crip robbed a Blood gang member's Death Row chain (necklace). After Tupac's death a war broke out between some Crip and Blood sets. The only suspect of the murder of Tupac Shakur, the Crip Tupac beat up, was shot to death along with other Crips who were probably connected to Tupac's murder. I dont know about Biggies murder.
