1. Up to and including the 20th century, it was US doctrine that the US Army maintains jurisdiction over land. Korea was the USAF's first war. Prior the Korean War, the USAF was part of the US Army. Therefore, a US Air Force officer would not be given such a responsibilty over an army officer, during or after the Korean War, since the US Army maintained jurisdiction over land matters.
2. Under normal conditions, it was military doctrine that a general officer would over-see occupied territories; not a field grade officer.
