The California Department of Transportation has a document at http://www.dot.ca.gov/hq/maint/manual/che(final).pdf that says:
"Magnesium Chloride. Mixed at a rate of 3 pounds (1.36 kilograms) to a gallon."
The document also states that Ammonium Sulfate, Oryzalin and Oxadiazon (as pre-emergents) and Sethoxydim and Fluozifop-butyl as post-emergents may be used.
Apparently, Sungro sells a product called "Killer For Ice Plants".
