Most of the justices on the Warren Court were appointed by Dwight D. Eisenhower, and Earl Warren was the guiding force on the Court, so Johnson really can't take credit for that.
The Great Society, which spawned Medicaid and Medicare, the US government's initial foray into health care reform, was the most radically progressive legislation since Roosevelt's New Deal. Johnson also declared war on poverty, improved the educational system, and promoted civil rights.
And he got us deeply involved in the Viet Nam war which, sadly, is what people remember most about his administration. The public's reaction to the war resulted in Richard Nixon being elected President and empowered neoconservativism, the enemy of human rights.
