The answer greatly depends on interpretation. By 1939 Canada had a population of 3.8 million people; 80% were Canadian-born, while 72% of the entire population were either from Britain or considered themselves British. As a result, they established a vast concentration of power. Therefore any movement generally directed against Canada could hypothetically be considered an anti-English movement. Consider the various French rebellions, Aboriginal rebellions, etc, etc.
