I don't think so. It is because there were not enough supplies even to heal wounded people, so they have no choice but to use all of the supplies to heal people, not animals. To be honest, life of a person is more important than a life of an animal.

Dogs were extremely important in the WWII and so they were treated by the same medics that treated the soldiers. Military relied on some of these dogs getting through heavy enemy fire to get messages back and forth so they were well worth the medical care.
