There is currently a freely available PS2 emulator called PCSX2. Due to how advanced the PS2 is, emulation is difficult, and PCSX2 can only run about 90% of games at a playable level, and can only achieve this on more powerful computers.
for bearable speed, a 2GHz CPU and a decent graphics card can give you around 25 frames per second.
if you want full speed (aka, 50~60 frames) you MUST have at least a 2.5GHz dual core processor and decent graphics card (8500GT and up). These will give you over 50 frames (maybe 40 when there's a lot of things going on on the screen)

You do not for a number of reasons. PCs without an emulator do not play PS2 games. PS2 games are not CDs they are DVDs. The emulators run files so the games must be downloaded into the PC harddrive and then played. The emulator uses the PS2 bios to play the game and you must have a PS2 to legally download the PS2 Bios. Games are much easier to be played on your PS2 and the emulator does not work on many PS2 titles
no. The new ps3's will not play ps2 titles. They are missing the emotion engine. The best ps3 for ps2 games is the 60 gb version.
turn the game into a ROM file and download a ps2 emulator, and yes it is legal to play ROMs on your computer as long as you own the original game. it doesn't become illegal until you play games you don't own. but i don't know how to turn PS2 disks into ROM files, but i would suggest just playing them on a ps2 because any game that uses a joystick becomes complicated on the computer unless you have a game pad with joysticks, but then its just like playing on a console but probably slower and worse resolution.

there isn't one yet. Psp can only support ps1 games due to system requirements. In other words the PSP does not have the capability to run PS2 games. More to the point the PSP will never play PS2 games. You can not convert the game anyway you convert the Player into something that mimics the PS2. That is how the PCSX2 emulation program allows a PC to play some PS2 game titles and the PS2 bios are required for it to work.

No. Even if the title can be played on a PS2 it is still a PS1 game and is not converted to PS2 because it can still play on a PS1 you can play playstation one games on the ps2 and you can play ps2 games on a ps1 .i known because i have done this before

No. PS 1 games work on PS2 system, but PS2 games don't work on PS1 system. Same with PS3. It will play PS 1, 2 or 3 games. But PS3 games won't work in PS1 or PS2 systems.
