As president he was commander in chief of the US military and could order any action against the enemy.

US Army General Douglas MacArthur was relieved of command by President Truman. The general had told the Commander in Chief that Red China would NOT enter the war. They did. The general then told Truman that he was prepared to invade Red China and use atomic weapons to gain victory. He was relieved of command.
President Truman. General McCarthur requested permission to bomb or nuke china during the Korean War. Truman was furious at this request and denyed it in fear of a major war with china instead of the small one they were having. McCarthur was then releived of his duties i beleive.

Harry S. Truman was the 33rd US president nand chief executive.
Dwight Eisenhower and Harry Truman were the only US president that served in WW I. Eisenhower was a captain when the war ended; Truman was a major. (Of course the president Woodrow Wilson was commander-in-chief during the war.)
When he became President on April 12, 1945, he was then automatically US Commander in Chief.
