Since latitude can be measured and written correct within inches, the idea of "same latitude"

is kind of a slippery concept.

Besides that, cities aren't points. They occupy some spread out range of latitude. For example,

Oklahoma City spans a range of 26 minutes of latitude, and Jacksonville FL a range of 28 minutes ...

almost 1/2 degree each.

On my map, the latitude at the center of Tokyo is about 35° 40' north. Here are a few cities and towns that

are centered between 35° 30' and 36° ... within roughly 1/4 degree north or south (17.3 miles, 27.8 km)

of the latitude of Tokyo's center:
