Oklahoma Cherokee Tribe member Rear Admiral Joseph James "Jocko" Clark, a Naval Aviator and commander of Aircraft Carriers in WWII, was the first Native American to graduate f…rom the Naval Academy, and first to be promoted to the rank of Admiral. Clark graduated from Annapolis in 1917. He was promoted to Rear Admiral in 1944, and commanded the USS Yorktown and USS Hornet, among others. He was commander of Task Force 58, which directed the Marianas Campaign, and later Task Force 77 during the Korean War. He was later promoted to Vice Admiral and given command of the 7th Fleet. He retired in 1953 with the rank of Admiral. He is buried in Arlington National Cemetery.

It depends entirely on the size of the vessel and power plant. For nuclear vessels, the minimum rank requirement is Lieutenant Commander. Smaller vessels with conventional pow…er can use anyone from a Petty Officer to a Lieutenant.
