YOU, as a civilian, can't charge anybody with anything. Only a law enforcement officer or a prosecutor has the power to CHARGE somebody. Bring the alleged circumstance to the attention of the officers superiors or to the judge who supposedly issued the order. If he did, in fact, disobey a judicial order he could be held in CONTEMPT OF COURT.
