tile to wood? not a good idea. certainly not with adhesive. rip up the tile. it'll be worth the extra effort and expense
Use a vinyl adhesive rather than a cement based product. Mapei Ecobond is my favorite, but there are many choices in Home Depot.

Yes, use VCT adhesive. Allow it to completely dry so it goes from a paste like feel to a chewing gum super sticky feel. You can then lay the tile. Most peel and stick tile are fine on there own. The mistake that often causes them to fail is - they are not rolled after installation. You need to use a 100 lb roller or in a pinch a rolling pin and your body weight will do. Don't use construction adhesive. They have been known to change the color of the tile and even "burn" through.

You can but it wouldn't be to easy. My dad does construction and remodeling and if you do this you would have to use a strong adhesive because it could pop loose because of the tile. It would just be easier to remove the tile yourslef and then install the wood flooring.
