you cant only have sex if your 18 and over
Kids are not supposed to have sex. They can wait until both partners are at at least16 or older [as I heard] or wait until 18 [marrage].

Truthfully going by laws of nature you can have babies as soon as you are ready but I'm not suggesting it since modern society has shaped kids into less than human beings until they are 18
