Most boy's testicles drop into their scrotum before they leave the hospital when they are born. In fact it is one of the tests that the doctor does for the baby before it leaves the hospital.
But it is not considered abnormal until the age of 1 year. If a child has not had his testicles drop by the age of 1 year then he has a condition called cryptorchidism which must be treated. Depending on where the testicle is located, there are different procedures on how to get it to drop into the scrotum.

If the testicle stays in the abdomen too long, then it can cause infertility, and eventually testicular cancer.
