How do they decide who makes the cut in the PGA tour?

It depends if they are exempt to play in them or not. If they are a well known highly ranked golfer, they will play definitely the majors, and some other high profile events such as The Players Championship and the World Golf Championship events. They will also play the events which they are tied into due to sponsorships, and if they are offered an attractive appearance fee. They can also take a week or a few weeks off if they desire. Some other low ranked players who are not exempt or are low down the money list will often play as many as they can, and not have any choice.
