Short answer: jellyfish or various small insects.

If you want a deeper answer, it depends on what you call a brain

because a jellyfish has a nerve cluster which is technically a giant brain

and the insects without brains have what we call: ganglia

it is basically a brain just with no ability to think abstractly;

it just controls basic functions and instincts.
