it depends. Theravada Buddhism believes that if one is completely terrible in a past life they go to hell. if they were ignorant, they become an animal, if they were miserly they become pretas or hungry ghosts. if they were ok they become a human, if they had good intentions but didn't act them out right they become an asura or titan, if they were if they were righteous they become a Deva or a god. people are reborn over and over until the person has no ignorance within them, and they become an ahrat, when this person has reached perfection they become a Buddha and is placed in the state of nirvana. in Mahayana they believe in the exact same thing but in Mahayana, it is too difficult to gain enlightenment in the modern world and the only hope is to pray to a Bodhisattva (people who postpone their own enlightenment to help others reach nirvana).
