You don't have to wear chaps when riding, it mostly depends on where you are going to be. If you are going to be riding where there is a lot of brush you might want to wear them, just remember that if the brush hurts you it could also hurt your horse.

English chaps are to protect your legs from chaffing fromt he saddle. Western ones were used for protection from snake bites and such and are used more for tradition and looks than anything nowadays.
