  1. The Bill of Rights were part of 12 amendments presented by the First U.S. Congress in 1789 as a means of protecting individual freedoms, and limiting the Federal Governments influence and power over the States.
  2. While many of the Founding Fathers supported the amendments, some did not in a conflict between those known as Federalists and anti-Federalists.
  3. 10 of the 12 amendments were latter ratified by the States and came into effect on December 15, 1791.
  4. It wasn't until much latter on that the Amendments were actually numbered.
  5. The two remaining amendments: the first, dealing with the number and apportionment of U.S. Representatives, never became part of the Constitution; the second, limiting the ability of Congress to increase the salaries of its members, was ratified two centuries later as the 27th Amendment.
