Depends on the engine, on the XUD (1.9 non turbo) the most economical point to change gear is when the speed is 10mph less than the gear number (eg. change to 3rd at 20mph) but for better acceleration changing at the same value (3rd at 30 etc.) will get the car moving quicker.
There's no "official" details on this, so the best way is to see what works for you.

Gear ratio is the ratio of the rotational speeds of the first and last gears. It reflects the change in mechanical advantage which results from the gears.
1st gear is for the slowest speeds , up to 15 mph or very steep hills 2nd gear is for speeds up to about 30 mph or hills, third gear is from 30-50mph, 4th and higher is for speeds over 55mph.

you need to install idler gear or remove idler gear depend on the engine to counter the direction also you need to change the engine oil pump direction and you need to change the cam shaft directions
it means that the gear is not able to push up the car due to low preasure in the gear
