Cash. Straight-up dollars; then he can pick what he needs/wants to do with it and you won't risk wasting it. The added bonus is he's likely to use it to get you something good in turn. This can be a rather general gift, however.
If you are very close, perhaps tickets to a movie or concert he'd like to see, in the hopes that he'll bring you too! Those can be very expensive, however.
Things that relate directly to him and your relationship are good. That'll let him know you care for and understand him.
Keep in mind that men generally don't like "frilly" things. To let him know you care, give something with significance that subtly shows love, but don't cover it with gushy poems and heart stickers.
Don't fret. He likes you for you (hopefully!) and holidays are about being with each other, not spending lots of money on things.
Try getting a picture of you and him, whichever one you like the best, and it could be multiple ones! Get a red/ pink poster board, glue, scissors, colored paper, and a few different colored sharpie markers. Take your picture(s) of you and your boyfriend and cut fun boarders out of the colored paper, and glue them around the picture(s). Then glue them onto the poster board. Take more colored paper, and with your sharpies label the place you were when you took the picture, kind of like a poster board scrap book. Then at the very top in big letters write"Happy 1 year" or a cute celebration phrase. Your done!
If you want to, you can draw small pictures, inside jokes or phrases with your sharpies around the poster board. You may also want to buy a rose and paste it onto the board!
You did all this with only spending around $10-12!

Making large batches of things is always a good start. Some years we make large batches of various Christmas cookies. Other years we make large batches of specialty salsas and put them in jars with ribbons. If you know how to make jellies or fruit butters, they are also nice. Even if you do not know how, the library is full of books that have recipes and explain the processes.
