Since you can't legally ride on the street at 14, a Motocross, enduro, or trials bike would probably be your only options. It all depends on your skill level and how you desire to ride.
For a beginner, I would recommend a small four stroke enduro or dual sport. Anything from the Japanese manufacturers is always high quality (Yamaha, Honda, suzuki, kawasaki). KTM makes some really nice bikes too, but they are a little more expensive and there aren't as many dealers to choose from. Anything 250cc or less would do well for a starter bike. Get a used bike and learn to take care of it, then once you have a basic idea of how to ride (1-2 years), you can buy a bigger bike. I started out on a suzuki 200 dual sport and it was very easy to ride. Four strokes have much more smooth power delivery and more torque at low RPM. Two strokes are harder to ride but provide a massive adrenaline rush and have less maintenance. Don't start out on anything more than a 125cc two stroke or you will have lots of problems learning! They are more powerful than four strokes of the same displacement!
I would encourage him/her to work with motorcycles, if that's what they are interested in.
