Yes, it's a scam. A "Multi-Level Marketing" scam, and an "Advance Fee" scam. You send your money to them upfront, and will never make it back. And there are monthly fees, too. You are only going to lose on this one.

Remember, if reporting ten license plates were the key to riches, why wouldn't people forego recruiting others to send in $75 plus, and just send in a 1,000 plates a day instead? Well, it's because the only money being made is off the recruitment fees!
