What are opinions on the lotto black book by Larry Blair?

Answer:
Like someone else said above, I think the biggest indicator that the guy is false is that he's asking for money. If he knows how to beat the lottery with a foolproof system, he wouldn't need to make small sales on a book. Actually, he has to waste time maintaining the sight, driving traffic to it, maintaining his ad portfolio...there's nothing wrong with those things, but it's all a lot of work. If he were rich he wouldn't have to worry about all of that. The lottery has horrible odds. All betting is basically against you.

If you are going to play to have some fun (and that is really the key word), and you don't want to risk a lot, it's better to bet sports. You can put a couple of dollars down on a bunch of teams to win, and the odds are horrible just like the lottery, but you can have a full day of excitement watching games and worst case scenario is that you lose less money than it would cost to go see even one game (or even a movie nowadays for that matter). As long as you treat it like entertainment and just do it once and a while then it can actually be fun.
