Probably a WWII slang term. There were three categories (three sizes) of US carriers in the war: Fleet (CV); Light (CVL); and Escorts (CVE-also called Baby Flat-Tops/Jeep Carriers). The Pacific Theater (aka Pacific War) was fought by Fleet Carriers; but due to shortages, Light and Escort carriers also had to fight there.

"IF" Fleet or Light carriers could be spared, they might do some duty in the Atlantic, where the only threat was a submarine. But there were plenty of "Baby Flattops" available, so many of those were dispatched to the Atlantic to hunt subs.

The Fleet carrier USS Wasp did some duty in the Atlantic, but when other Pacific Fleet Carriers were sunk, the Wasp had to replace them in the Pacific...so she sailed there, but was sunk by a Japanese Submarine on 15 September 1942.
