Pagan might be a bit of a loaded term, since it descends from the Latin term for "villager" and was used mostly by Christian authorities as a term against non-Christians. It is by and large still used like this, but it can be used to specifically refer to people who are involved with "negopagan beliefs" which seek to reconstruct the naturalistic beliefs of pre-Christian, Germanic Europe (an example would be Wicca) or other New Age religions.
