Well, "perceptional" is an adjective related to percieve, meaning how you see things. (entry in dictionary.com: http://dictionary.reference.com/browse/perceptional) So, if people have perceptional issues, they might have problems with the way they see things... this could include a martyr complex. They could feel like people are always picking on them or persecuting them. Maybe it is more tame than that... Maybe they just always see themselves as the center of attention, and doesn't notice when the focus changes. In general, as with almost all other psychological issues, unless the problem is interfering with daily life to the extent that it is hurting relationships or employment possibilities, then the person is handling things well.
When a person gets the wrong idea about a person or situation, or medically, a malfunction of one of the senses such as the eye or ear which means you can't see/hear correctly leading you to misunderstand what you see/hear.
In the relationship sense, you could be said to have a perception problem if you frequently misunderstand people's body language, tone of voice or words so that you took one thing away from a situation when they meant something completely different.
