The Romans had two types of tribunes. Some were military tribunes and others were civil tribunes. The military tribunes were in two classes, one class was young men appointed by the emperor/senate to serve in a legion in a minor capacity in order to get military experience on their political resume. The other tribune was the second in command of the legion.

The civil tribunes were elected politicians who were chosen to safeguard the rights of the plebeians. From an original number of 2 they grew to 10. They had the power of veto over any legislation except that of a dictator. By the late republic they were no more than tools for ambitious politicians.
