The chemical inside is (most commonly) sodium silicate. It's the "active ingredient" in there. It is synthetically fabricated so that a lot of surface area is exposed in the granules. That's so it can "suck up moisture" from the air. It (the silic gel) is hygroscopic, meaning it "attracts" H2O in the air. But there's more. While the sodium silicate won't hurt you, we frequently see the gel "doped" with ammonium tetracobaltate(II) or cobalt chloride, which is (NH4)2CoCl4. These chemicals (or sometimes some others) are added to initiate a color change when moisture content in the gel pack is high and it is losing its effectiveness. The indicators can be harmful, and the latter one here is actually toxic. Note that gel packs can be "dried out" for reuse, but as they are usually packaged in (porous) plastic, this must be done carefully!
