It sounds like Milia..they are little deposits of dead skin cells. Do not try to excise..See a dermatologist for removal..I have found that a little heat can help reduce and remove them. Use a warm wet cloth nightly.
it might be heat lumps/spots sitting near the fire alot if you are sitting near the fire alot sit a bit back fromit and these should go or try rubbing a bit of moisturizer on them

It could be a disease. Note where the lumps are and what they look like. Are there any sores? white spots? What does it's eyes look like? Are the fish acting peculiar? Observe the fish for a short while and notice what it looks like and what it is doing. You can go to where you bought your fish and they should be able to give you an idea or even tell you what might be wrong.
