For friends or family, most sailors prefer personal / regular gifts rather than Navy themed ones. Sailors don't tend to take any expensive items with them, and any dress items are typically worn on rare occasions at formal events. That will of course depend on the officer's duty station; if someone is at the Pentagon or at a staff position where formality is the order of the day and they're working at a desk, then desk items, pens, uniform items, etc., are appreciated. Rank is also important; junior officers without much experience typically won't have as much around as senior officers with command/combat experience.
For sailors on afloat commands, regular gifts are more appreciated, since any formal gift can't be really used aboard ship and will likely sit in a box for a long time. Formal occasions don't happen that often. Find out what his/her personal tastes are and get something along those lines rather than something Navy themed. Music, video, books/ebooks about Navy history, anything to help those few off-duty moments when you can relax for a few minutes.
