  • To maintain its own global dominance
  • To spread democracy - though many people think this is just a rhetorical cover for the first goal
  • To promote regime change in Cuba through economic sanctions
  • To support Turkish entry into the EU
  • To support the extension of free trade via pacts such as NAFTA.
  • Promote less government regulation in other countries' economies, under the banner of promoting a Free Market
  • To oppose potentially hostile states such as Iran developing nuclear weapons. (More generally, to oppose nuclear proliferation to any non-nuclear country)
  • To maintain global peace through a variety of collective security agreements
  • To promote the American cultural viewpoint
  • To allow for a reasoned global agreement around the use of shared common resources (in particular, the oceans)
  • Various Drug interdiction, eradication, and alternative crop promotion campaigns to prevent the importation of illegal (in the US) substances

Pretty much all of the US's foreign policies are self-serving (like any other country's foreign policy). This is the nature of foreign policy; however, the U.S. also explicitly supports several policies which seem hopelessly naive and idealistic (e.g. promotion of global democracy). Many of these "fluffy" policies are indeed driven by the unique American ideological character, but also are more pragmatic on a deeper level (global democracy is good for the US because it can promote trade and lower levels of conflict). This, of course, it not to say that many US policies aren't fraught with internal conflict, and in many cases, hypocricy.

Has there been a foreign policy since world war 1?

There is no "a" foreign policy. Every national political group - especially but not exclusively states - pursues it's own foreign policy. There has been countless stances of foreign policy before, during, and since World War One. You need to be more specific for a less general answer - say, inquiring about the foreign policy stance of the United States, or Russia, or some other nation.
