There are two main types of material that are censored on television, nudity and language. However, the rules about what is allowed is changing all the time. Certain words that were not allowed 5 years ago are now common place on television. Many parents do not like this.
I honestly can't tell if you're serious or not. If you are, then no. If they were all censored then it wouldn't be censorship, it would be that the creators didn't put in vulgar material at all. A cartoon is censored only if the original version was too vulgar for the television released, and is released uncut on DVD most of the time. I only say most of the time because (for example) 4kids entertainment as some anime titles they heavily censor on TV, censor somewhat in the DVD, and is uncut in japan.
