To address the first portion of the question...
The bench press is king for overall chest development. Incline bench will hit the upper portion, flat bench the middle, and decline will handle the lower portion. You can have good success with dumbells and not even touch a barbell.
To address the second question...
I seriously doubt you would lose weight in three weeks on your chest. You cannot spot train to lose just the excess fat on your chest. You will develop muscle which will improve the definition in your chest. Over the course of three weeks, I highly doubt you will see a noticable change in your chest definition or fat reduction. Chances are the fat will fall off a different part of your body first. But don't let that discourage you. It will put you three weeks ahead of 85% of the population!
