Joseph Stalin mostly used propaganda, which included slogans, stories, half-truths, and lies to cover up his real behavior and killing of millions. He also used terror to keep people quiet and obedient. He had secret police who questioned, imprisoned and killed many Russian citizens who were considered dissidents of the state. In addition, he used strong indoctrination at a young age. He implemented heroic images and teachings of himself in schools and public places to promote his popularity.

As a young man, Joseph Stalin had been a student at an Orthodox Seminary. Although he quickly disavowed Orthodox teaching as well as any form of religion in favor of atheism, he skillfully relied on the religious nature of the Russian (and other Soviet) people to create an image of himself closely akin to an Orthodox Saint. He did this by having images of himself displayed in many public places, often as statues.
Stalin used the police state to arrest and either execute or censor anyone who openly opposed or criticized him. This of course maintained his power because without any open opposition, people did pretty much whatever he wanted. This policy did weaken the Soviet union in the long run though, because it killed large numbers of useful and productive members of society, as well as creating resentment against Soviet rule.
