In my opinion (and/or experience), the best bet is to get in touch with many girls with the intention of only becoming friends. That's the hardest but also most important part, because if you try to get in touch with the sole goal to date her, it will usually be hard for you to be yourself and stay calm around her. This isn't a problem in all cases, but in many. Don't actively try to get one, just get in touch with girls and see if one of them happens to like you a bit more.
If you want to get this particular girl however, there's really nothing much you can do besides getting to know her and then tell her.
