Tourists use public transport and this helps everyone because more trains, boats and busses are then available for the local population to use.
With the calm and tranquil behaviour of tourists the local population has good role models and can learn foreign languages more easily.
Aditionally many jobs are provided by tourists as staff are needed for hotels and to operate tourist railways and boats.
Perhaps the greatest benefit is to the self employed who may rent rooms to tourists and earn an income.
It is important to regulate tourists to ensure good behaviour and prevent them bringing bad things to the country. In Malaysia tourists are not allowed to drive and bring in cars, also they must pay high taxes if they arrive on poluting aeroplanes.
By promoting wholesome activities eg. exploring Malaysia by rail with the Malaysian rail pass and camping at the free of charge camping sites, the government provides good services for the tourist and encourages more visitors.
