Wallpaper can be painted over, but it's a BAD IDEA. Sooner or later, the wallpaper will peel. When it does, the paint will be compromised and you'll end up having to refinish the entire wall. It's a much better idea to remove the wallpaper. Then, clean & sand the surface before painting. Anything else will ultimately be a waste of time.
There are a couple advantages of using wallpapers over paint. Someone who doesn't like the wallpaper design can easily get it off and replace it whereas paint someone would have to strip it first and then repaint the area.
