You can fast at any age. It actually differs with each family. Most start at the age of 5 or 6 though.
You should start when puberty starts but if you are willing to you can start at a younger age
It's said that the obligatory age for fasting is 18 - 60 years that too not for the entire season of Lent, just for Ash Wednesday and Good FRIDAY.
