Passive 3D uses polarizing glasses to direct alternate lines to each eye. The process avoid the use of alternate frames being directed to each eye as is done with active 3D.
Passive 3D reduces the effective resolution to only 540 lines instead of 1080 lines of full HD. Compare this with standard definition line counts of 480 and 576 lines.
Active technology reduces the effective frame rate of 1080p to 25 or 30 frames per second (actually, the same as 1080i frame rates).
As for a recommendation, there is no substitute to seeing the models and making your own decision. Make sure the picture is clear and the glasses are comfortable.

LG only make passive 3D television. They do not supply any models that are active 3D.
Most 3D televisions have a 3d emulation frauds. Both the LG and the Visio passive 3D TVs have a 3d emulation feature for 2D sources. It is not as realistic or effective as real 3D.
