Well when refering to power, it could mean either horsepower or torque or both. If you want a lot of horsepower for two wheel drives to go fast, the you want a light head that has a lot of flow and a small to mid sized combustion chamber to raise your compression. If you want torque for a four wheel drive, then you want a light or heavy head (ie...cast iron or aluminum) with mid range flow and a mid to large combustion chamber to allow full fuel burn.
