Each type of shoe will offer certain benefits; softer landings, more ankle support, etc. However, there is no "best" shoe for parkour; parkour is about the movements, and if you can properly do the movements; shoes are not that big of an importance.
The absolute best Parkour shoes of all time are the K-Swiss Ariakes. They have been decided specifically for Parkour. They are best for climbing because the grip is insanely good, and jumping from high places. There is a midsole for extra protection when jumping great heights. Check them out at K-swiss.com

It's personal choice, but Tigers and Feiyues are both good choices.

DC skate shoes are not designed for running, which is a fairly significant aspect of parkour, since you have to run in order to maintain enough speed to jump up and over obstacles, walls, gaps, etc. Parkour requires shoes that will not shift around a lot, and therefore skate shoes, which do not fit as tightly as, say, running shoes, might not be the best choice. In my opinion, a set of trail running shoes would be better because they offer a snug fit as well as a more aggressive tread pattern, which will minimize slips and falls. Skate shoes do not typically offer very good tread. Trail runnning shoes are also lighter and more flexible, which also seems better for parkour.
Any shoe is good for parkour; the movements are what important.
You can practice parkour anywhere.
Yes, but its going to be very hard because from personal experience.. Osiris's are pretty stiff and have no grip... You're better off getting a good pair of running shoes
