Depending on the version of the Bible, there are from 12 to about 85 different "books" in the New Testament. There's no one Bible; each time there was a Church formed that was so inclined, it (they) included or removed various of the writings and made their own "the" Bible.

The above answer is misleading. While the Roman Catholic church did not provide an "infallible" definition of the entire Canon of the Bible until the 16th century, and Protestants reject her 7 addition books of the Old Testament, the canon of the 27 books of the New Testament are held by both Catholics and Protestants alike, except for certain individuals, and fringe groups. The Council of Hippo in 393 and the Council of Carthage in 397 recognized the 27 books of the N.T., and in Protestantism the Anglicans and Calvinists always kept the same entire New Testament, as did later denominations such as the Methodists, etc. Lutheranism early on (from the 16th century) did doubt the full inspiration of books after Philemon, but by 1700 these were accepted. See http://www.aomin.org/aoblog/index.php?itemid=1892 on Luther's view of James.
2 Timothy 3:16,17 states that "All scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness:
That the man of God may be perfect, thoroughly furnished unto all good works." While a church can declare what it accepts as canonical, these cannot make a book inspired by God, nor deprive one from being so if it is wholly inspired by Him. Rather than owing its inspiration or enduring acceptance such to conciliar decrees, it is their inherent qualities that have resulted in the "menu" of the "manna from Heaven" being on the "best seller" list of of souls whose hearts and lives most conform to it.

It is important to note that men were involved in setting the current order (from God's Divine Order) beginning with the Septuagint. The Church Father, Jerome, also knowingly changed the original order as did Jewish scholars who did not want the total of books to be 49 or 7x7 meaning Completion inBible numerology. Also, Daniel was not part of the Prophets section because he was a eunuch (somehow lower than other men) and because he had some perceived weird dreams for the pagans (non believers). When Rome was in power, the book of Romans came 1st since Gentiles were now thought of as different from Jews. We just never submit to God's Will and obey.
