They are most likely a type of acne that many people can have.

In blacks, however, they can be more prevalent in the scalp and face due primarily to the way hair grows. The hair grows in a kinking and twisting manner [tightly coiled, like a spring]and will actually begging to grow back into the skin, thus causing something in medicine that we call a "foreign body reaction". That becomes irritated and infected. If in the scalp it's called acne, and on the face, "pseudofoliculitis barbae"...
