In general, a car with a small engine displacement, high safely ratings, and four doors is a good place to start. From there, what is your budget? Lets say a Tesla would be better on the old wallet than an equally priced sports or luxury car. If you have the budget of 99.9% of the world for their teens' first car, I would look at the Honda Civic/Accord, Toyota Corolla, those kinds of budget-friendly cars.
Furthermore, if you really need something 40 MPG or better, maybe a hybrid electric would be more your speed, or even full electric, like the Nissan Leaf.
Keep in mind, the BEST option will be a motorcycle if you live in a climate with no or little winter weather. Most motorcycles will be cheap on insurance, very affordable to buy up front, and amazing on gas (they mainly all have engines under 1.3 liters [1300cc]). If your teen is not too responsible though, a motorcycle might be more of a cost in the long run!
Happy shopping!
