I see nobody has been able to answer this question for a long time as it is so difficult to answer on a basis of average over decades and for entire world with such a lack of data from World Meterological Organisation statistrics. Also it all depends how you define "a city". However just based on my personal experience as a worldwide traveller/seafarer and knowledge of climatology I think I would nominate the following as being in top 20, but I emphasize this is not a stastically checked list, rather more just a guess :-

Changchung, China

Chongging, China

Shenyang, China

Ueunqi, China

Ulan Bator, Outer Mongolia

Murmansk, Russia

Magadon, Russia
