The University Grants Commission (UGC) Act of 1956 was created for the standards of university education in India. Section 2(f) and 12(B) of the act refers to colleges seen qualified to receive a UGC grant.

Suresh Guanvihar university act 2008. This is a state law, making GVSET a private university. After that such newly setup universities need to send an authentic copy of act to UGC, Delhi, which will recognize it as private university under section 2(f) of UGC Act 1956. Its not a deemed university. UGC grant Deemed Univ tag under section 3 of UGC Act 1956 only to extraordinary performing institutions. Currently SGUniv is registered as private univ with UGC, Delhi.

Of course yes. Sikkim Manipal University was never a deemed university. It is a State University formed by the Sikkim Government under the section (2) of UGC Act. It is approved by UGC and AICTE. So it has no relation with Punjab agriculture University.
CMJ University is a full fledged university and not a deemed university. CMJ University is a University located at Shillong and established by Government of Meghalaya under the provision of the CMJ University Act 2009 (Act 4 of 2009) vide notification no.
