Most animal shelters are in place as a temporary home for animals that have been found stray, or abandoned by their owners. Some shelters are specifically geared toward certain species or breeds, others cater to all domestic animals.
Somebody brave enough has to somehow capture the animal, or an animal patrol officer has to go after it. The person who caught the animal either brings it to a chelter or keeps it as his/her pet....
