The Senate also proposes its own legislation, though it cannot propose bills that would appropriate revenue (as money bills are the exclusive right of the House of Commons). No bill passed by the House of Commons can become law without the agreement of the Senate, with the exception of some types of constitutional amendments (where the Senate has a 180-day suspensive veto only).

Senators are also well-known for conducting comprehensive and thorough studies that are valued and used by organisations throughout Canada, including the elected House of Commons. The Senate is responsible for protecting regional interests (as its seats are distributed by region, rather than by proportional representation), and for protecting minority interests.
